General Administration of Customs: imported auto parts can be declared before verification

Recently, the General Administration of Customs of the people's Republic of China officially issued announcement No. 87 of 2019. It is reported that the announcement mainly involves the pilot implementation of "declaration before verification" facilitation measures for imported auto parts exempted from compulsory product certification, further optimization of business environment and promotion of cross-border trade facilitation.

The specific information of the announcement is as follows:

1、 For the imported auto parts that meet the requirements of exemption from compulsory product certification, the customs declaration unit can take the self declaration of exemption from compulsory product certification (hereinafter referred to as "self declaration") issued by the consignee itself and handle the declaration formalities according to the requirements of the declaration guide of exemption from compulsory product certification for imported auto parts, and then lift the goods away from the port.

Two, after obtaining the certificate of exemption from compulsory product certification (hereinafter referred to as the "certificate of exemption"), the enterprise shall make up the information through the "single window" or "Internet + customs" of China's international trade, carry out the 100% network verification by the local customs, and implement the uniform verification of the cargo certificate according to the unified control instruction of the Customs General Administration, and allow the sale or use of the goods after the verification is qualified.

3、 For the imported auto parts declared by self declaration but unable to obtain the exemption certificate within the prescribed time limit, according to relevant laws and regulations, the consignee shall return or destroy them under the supervision of the customs.

Four, before the opening of the "single window" or "Internet plus customs" in China's international trade, the customs declaration unit can make up the information through the revision of the customs declaration form. After declaration with "self declaration", if supplementary information is recorded in the form of amendment to the declaration form, the declaration error shall not be recorded; the corrected declaration error record shall not be regarded as the record of the credit status of the enterprise recognized by the customs.

In addition, according to the recent update of Announcement No. 157 of the General Administration of Customs on the promotion and implementation of credit collection and facilitation measures for imported auto parts and components on the official website of the General Administration of Customs of the people's Republic of China, in order to implement the reform requirements of the State Council on "releasing management service", further optimize the port business environment, reduce the cost of enterprise customs clearance, and promote trade facilitation, the preliminary pilot and risk assessment have been carried out, The General Administration of Customs has decided to promote and implement credit collection and facilitation measures for imported auto parts products in the national customs. The relevant matters are hereby announced as follows:

1、 For some imported auto parts and components related to CCC certification, the customs will not implement sampling inspection in principle when accepting the certification certificate issued by the certification agency recognized by the certification and accreditation department.

2、 If the early warning measures involving major quality and safety risks need to be sampled for inspection, the actual risk control instructions of the customs shall be followed.
